GGL’s Achievements in Combating the Illegal Market

The German gambling regulator (GGL) summed up the year, highlighting successes in combating the illegal market and outlining new challenges for 2025.

The report states that among the main initiatives in 2024 are payment blocking, geo-blocking under the Digital Services Act and cooperation with Google to limit advertising to licensed operators. A significant event in October was the introduction of a public warning system, which promotes transparency regarding violations by licensed companies.

GGL also expanded educational resources for players by adding a section on the website with answers to questions about licensing, player protection and illegal activities.

Despite the achievements, the regulator faces new challenges, in particular with the black market. In 2025, GGL plans to strengthen international cooperation and digitalization of processes.
